Scott--I just did builds of petstoreWeb in SVN and in the distribution, and in
both cases, the error.jsp file was available in petstoreWeb/build/.
This is where the file should be because it comes out of the NetUI runtime
currently and petstoreWeb doesn't provide its own, custom error JSP. If it had
one, we could check that into petstoreWeb/web/ and it would just be another of
the app's pages.
