move the NetUI /error.jsp file from the root of the webapp into

The error page that NetUI ships is /error.jsp which lives at the root of the
webapp. So that it's easier to version (and move around as part of the webapp
template), we could consider moving this from /error.jsp into
/resources/beehive/version1/ so that it's versioned along with the rest of the
NetUI webapp resources.
