deploy.wsm.webapp.runtime is defined in ant/beehive-runtime.xml and wrapped by
deploy-wsm in beehive-imports.xml. The target is ultimately used by the
netui-samples, petstoreWeb, and netui-blank samples shipped with the Beehive
distributions. Verified in dist built from SVN 169839.
