When calling <deploy-netui>, <deploy-wsm>, or <deploy-controls>, the four
system control JARs (EJB, JMS, JDBC, and Web Services) are all copied into the
destination directory.
Instead of pushing this functionality, we should allow builds to pull it so
that we're not putting JARs that require EJB/JMS/etc into webapps on Tomcat
(and other containers).
