checker element of ControlInterface annotation does not work

The ControlInterface annatation contains a 'checker' element and a
'checkerClass' element. The 'checkerClass' element was deprecated and replaced
by the 'checker' element. However, while a controlchecker specified by the
'checker' element is never run at controls compile time.
'checkerClass' works as expected.
