Assign To: Jeremiah Johnson (was: Michael Merz)
Don't know if there was a specific case Michael was worried about without a
repro. From my perspective, check are done at compile time so I believe that
the intention of the bug has been fulfilled.

> Currently, WSM performs all semantic checks and object model validation steps
> when the web service's URL is hit the first time. Instead, (or additionally)
> these checks should be performed at build time to prevent faulty web service
> artifacts from being deployed. (This does not seem to be part of JSR-181.)
