Character encoding in jsps

I allways set characterset in jsps like
<%@ page language="java" contentType="text/html;charset=UTF-8"%>
In other cases like standard jstl programming without netui, norwagien
characters has no problem at all.
As I use norwagien language as application language, character encording with
netui tags renders wrong characters. Can you
suggest any solution the problem.
