Just an idea: Curtis mentioned that IE examines the beginning of the document's content to determine the type but I cannot believe that Microsoft is able to make this approach work flawlessly.;=) You may try to simply change the file's extension from 'xml' to 'txt'. Maybe IE is happy when it founds a known extension and will not check the file's content then. This, of course, may not work - if at all - with every version and every platform.
