I haven't used SSI a lot, but my understanding, borne out by my experience so far, is as follows. The SSI simply pulls in the content from the included file or command and inserts it at the place you did the insert. So whatever HTML you would have put there without doing SSI, is what goes in the included file. Nothing more or less. Just a plain textual substitution.
