You could redirect to another url:
print $q->redirect( "http://yourhost/another.cgi?username=$usernamename"; );

or use a hidden param in a form:

print qq(
        <FORM METHOD="POST" action="http://yourhost/another.cgi";>
        <INPUT TYPE="hidden" NAME="username" VALUE="$username">
        <INPUT TYPE="submit" VALUE="submit">
        </FORM>
);


then have that script run your system() command
