I will add emacs & Xemacs:
Supports color syntax highlighting
Online help (perldoc & man)
Supports multiple indent styles
Inline debugging (using perldb)
Syntax checking
And you can also use it to write C, C++, HTML, etc.
There is also a Mason mode for emacs now
emacs and XEmacs are available for all platforms, AFAIK.
