An alternative to Net::SSH::Perl that you could try is Net::SSH2.
There's windows ppm's for it available at
http://cpan.uwinnipeg.ca/PPMPackages/10xx (perl-5.10) and
http://theoryx5.uwinnipeg.ca/ppms/ (perl-5.8).
