for bigger developing-project the best thing is a roadmap, because you
have to plan the steps
what the thing should do.

Start with a sheet of paper and a pencil and after that you can decide
what programminglanguage
to use and which module you want to start first.

What you're describing is how to make a roadmap for the implementation of a 
specific program.

William asked about learning Perl, to which i already indicated what to do, as 
seen in the text quoted above.
