Not really true.
If the module is plain Perl (no .xs in the .tar.gz) then simple 
uploading should be all you need to do. Except if it wants to 
create/modify some config file during the instalation

And if the module does contain some XS parts then you could try 
to compile it on a different computer (with the same OS and version 
of Perl etc.) and upload the results.

I can't promise it'll work, but it's worth try.
