i see what you're saying.   i don't know the "correct" answer, but the way i do it
is to do a simply open command on the file i want to include, read the contents of
the file and then print it out inside of the program.     but i'm sure someone else
out there with a bit more experience in this area will speak up!

example:

open (NAVBAR,"nav-bar/bar.html") || die "Can't open nav-bar";
 while(<NAVBAR>)
   {
      print $_;
   }
close(NAVBAR);
