Perl has a lot of resources for working with XML in most of the standard ways, aka DOM, SAX, etc. O'Reilly has a "Perl and XML" book that is a very good read for an experienced perl programmer (not advanced just experienced) which also provides a good overview of XML concepts in general. I would suggest it highly for any perl coder looking to dive into XML or as a reference for the most popular XML oriented modules.
I am not affiliated with O'Reilly, just thought the book was very solid.
