I think any of the inelegancies or benchmarks of either language are minor in comparison to the benefit of working in a language you are familiar with. That having been said, I would stay away from perl (or php) cgi, and stick with an embedded solution (mod_php for php, one of the embedded perl solutions for perl (I like mod_perl+Apache::ASP, I know others who like embperl).
