You could start with the ActivePerl FAQ, which is part of the
ActivePerl html-documentation. A link to this documentation should be
installed in your Start Menu when you installed ActivePerl.
If you want more help here, you should be more specific about
"I can't seem to run any scripts",
like e.g. what happens, what error messages do you get, which kind of
programs do you want to run (standalone or through cgi), etc ?
