In addition to the others, Perl's greatest benifitit is perhaps the choice for speed of the (expensive) programmers. Everything that can be done with Perl, can also be done with C, C#, VB.net, ... (and if you are good than also quicker), but a good Perl programmer will be much quicker than good C, good C#, good VB.net, ... programmers. (The only exception, I see, is PHP, but that's not such powerful than Perl is - but powerful enough for web applications) If you are already familiar with Perl but not with PHP, you should choose Perl, IMHO, reducing the extra work.
