For the explanation

I have done some debugging myself since posting, the character in
question turned out to be a hyphen that one of our content producers had
cut and paste from a word doc into our cms.

          closer to cheating.  In general, you are supposed to
explicitly mark
          the filehandle with an encoding, see open and "binmode" in
perlfunc.
