I'm not sure what Derek is looking for, either, but have a look at:

  An open-source request/bug/job tracker, which is also used as part of
the CPAN projcet: rt.cpan.org

* www.cpanforum.com
  Open-source Perl project, linked from every page of CPAN, which has a
good TODO list.
