It should be okay to directly upgrade to B111. In fact I did that and so
had others and saw no issues. I think it might be a problem with OSS.
Can you try this workaround:
1) From 0.7.1 upgrade to b111
2) Now execute: pfexec pkgrm -R /var/tmp/spkg/opensolaris-1 oss
to remove the oss package.
3) Reboot
