Sounds like Pacman mixed with Yaourt (Pacman wrapper + features) and the Arch 
Build System for Arch Linux.  If you used a downloader such as aria2c for the 
downloading for packages (since it grab parts of a file from different 
sources), that would be great.  I'll be looking forward to this. :)
