I had this problem myself when I started using the belenix KDM/KDE packages on SXDE. After a bit of fiddling around, I got around to finding that this function in nwamd: http://src.opensolaris.org/source/xref/onnv/onnv-gate/usr/src/cmd/cmd-inet/lib/nwamd/util.c#253 determines if its OK to show a popup. And I remember doing something that made nwamd happily marry KDE although I cannot remember what it is at this moment ...
