What if someone one uses the Bijoy layout? Is what he *thinks* a law? What can he do? It's a fact that most Bengali-computer users are reluctant to dump their typing skill in that layout. That's why they are reluctant to use any new Bengali environment as well, even though the newer layouts are better. I think a Bijoy layout should be developed.
