My intact girls have never had pre heat accidents but they will pee more frequently outside in a marking behavior. A bladder infection may be the cause of your girl's accidents along with your males interested behavior as often there is blood present in the urine.
Take a clean (meaning capture some in a very clean container) urine sample to the vets and have then check it.
You can also try using some cranberry capsules or juice if she will drink some - that often will stop a mild bladder infection in its tracks.
