You can out exceptions in for particular users that will allow the phone to
sync with the server without applying the policies.

Exchange ActiveSync usually works pretty good in terms of connectivity and
battery life. Is it possible that other EAS policies are in place that could
be the cause? Would you be able to connect one back but with minimal
policies?
