Yes.
(I have to tackle any kind of "byte data" coming in as disk blocks or
network packets. Also, most actuarial/company data over here in Europe
is still kept in latin1 encodings. The IT world here is in limbo between
latin1 and unicode. Don't expect one could simply advice companies
to switch over to unicode; there are quite a few software systems invovlved
which are not at all under control of a company: sw to declare taxes
and the like. While the trend is massively leaning towards unicode with
all databases "for the web", private databases will continue to stick with
latin1 for many years.)
Over all, I absolutely agree with Raul: You should treat literals
more literally instead of inflicting too much of an interpretation
on them.
