[Jbeta] 6!:0 '' always return integer seconds on linux box

According to the document, 6!:0 '' should return fractional seconds.But on
my linux box,it always returns integer seconds,but 6!:1 '' can return
fractional seconds.It seems 6!:0 works fine on windows,is it a limitation of
the linux version or some OS/HW platform limitation?Thanks.
