The cbeta is available. See the web site beta page. The cbeta does not include a new JE or Library.
It tries to address all of the installation issues. With luck this is nearly the final version for isntallation issues.
Related to installation, please take a look at lab - Application Distribution - Installer as it has improved and reflects the new J installations.
