I think you are describing the new "Read Only" feature. By default
scripts are opened Read Only (except for new ones). You can make the
script writeable by toggling Edit|Read Only or using the Ctrl+T
shortcut.  You can configure this behaviour using Edit|Configure|Session

I think there is a bug that means that under Jwdp the cursor isn't
visible under some circumstances

can still edit files once you have made them writeable.
