That sounds wrong, I'm not sure what the problem is though.  Does it
ever complete?

It is necessary, yes.  The server makes no record at all of the fact
that you've checked it out but, if you don't, you won't get the
subversion metadata which enables the subsequent differential downloads
(i.e. only the lines of code that have changed).
