Well, if you want to use 'IR Blaster' and 'IR Repeater' at the same time you need to increase the delays for 'IR Blaster'. The reason behind this is that 'IR Repeater' repeats everything that SB receives regardless of what it is. So, when using the SB remote, let's say to turn SB off, this gets repeated _and_ the corresponding 'IR Blaster' commands are sent out, but there's a chance the two overlap.
