Kudos to Chris for sleuthing down what appears to be the critical
success factor.  

I swapped in a new wireless router, which changed the signal strength
of my wireless from 30 percent to 80 percent according to SS 6.5b1.  

Then I re-ran the SB3 powerup sequence and when prompted I pressed the
brightness button.  Lo and behold the update completed and now I am
running on FW 59.
