iTunes probably doesn't bother updating the .xml file if it can resolve
the location of the files - iTunes use the .itl library, and the .xml
file is generated/updated automatically when the .itl file is updated. 
Out of interest (and having backed up the .xml file first!) you could
try deleting the .xml file (you may need to stop SS first, as on my PC
it won't allow me to delete it with SS running, well I **think** it's
SS that's hooked into it) open and close iTunes - that should get you a
fresh .xml file.
