I upped from the 01-31 build to the 02-04 build, and artwork stopped displaying - even after a complete library rescan. I've reverted to the 01-31 build, still no artwork, but I've yet to complete a rescan.
I run SqueezeCenter on a Win2KServer machine, as a service, which runs as LocalSystem. I haven't seen this problem before, but the fault could easily be mine.
