If you want to stream rtsp as wav make sure you disable wav->flc too. This is necessary as the server tries to convert to its preferred format in two stages: rtsp->wav and then wav->flac. But this case doesn't work very well (if at all) at pcm rates.
Rtsp->wav is working for me on this basis.
