Do you have a suggestion as to how you expect it to work without using
the file modified time ?

The only two ways I can think of is file size and a file hash. File
size is no good because you could easily change tags and not change the
file size (or even in the case of wav, update the entire file and not
change the size).

Hashing the file isn't really generally workable, that would mean a
costly hash of every file whose modified date had changed on each scan.
It would mean a very costly hash of every file on the first scan. I
guess it might be workable as an optional feature that is disabled by
default.

I can't think of any other solutions to the problem, I can't see how
else SC is supposed to determine which files have changed.

Don't forget that any solution needs to work on Windows, OSX, Linux,
BSD etc
