You can definitely still assign different wallpaper to different players with 7.4. As for re-using 7.3.3 backgrounds, I would think that you could grab the old wallpaper files from a 7.3.3 installation and use the Customize Controller plugin to make them available in 7.4.
Unfortunately, I forget where the wallpaper files are stored.
