As of revision 28600 we'll be including the Visual C++ runtime libraries with the Windows installer. Though this most of the time is already installed by some other application, we've seen complete failure of SC lack of them on pretty clean Windows systems.
The installer will try to discover an existing copy of the library files. If it doesn't succeed, it will run the installer. In some cases it might run the installer even when there was another copy already installed. Next time you update SC 7.4, could you please verify whether the runtime installer is run or not, and let me know if you see it?
