That's perfectly normal behavior for the Boom: the button lights are all lit if it's not connected to a server. If you want the button lights to stay off when you shutdown your server, you can connect the Boom to mysqueezebox.com instead.
I use the ServerPowerControl plugin to automatically move several of my SBs to mysb.com and put my server to sleep when they've been inactive for 30 minutes. Alternatively you could set it as an end-of-day action.
