this is I think the newest implementation - a plugin with a .dll
The person wanted to go on integrating this when OpenVDB stuff gets into 
blender, 
And there is a steady communication in the thread. 
Maybe you could join efforts...

from artist point of view, this is a very much missing feature in blender, 
since the SPH fluids simply cannot be rendered, and the volume-based fluids 
with domain are usually too heavy to achieve reasonable results with 
splashes e.t.c.

Also, this could possibly replace metaballs, which are very slow 
currently...
