It might need the Nullsoft scriptable installer (NSIS) in the PATH variable so it can find it. I am in the process of making this thing actually work an would very much like to help you get it working. It might in this context be advisable for you to get onto irc.freenode / #blendercoder so we can have a lower latency higher fidelity conversation about this.
