Hey, I don't know if it would be wise to auto-download msvc. It's a 5GB ISO file...(and I think that it requires a live.com login).
Building Blender on windows is not like calling "make" on linux. You get alot of subprojects in VC and only "INSTALL" and "ALL" are compileable. "INSTALL" only needs to be called, when doing a full install and "ALL" will only recompile the executable. It should also be mentioned that there are 4 compile targets in VC AFAIK (Release, Debug [broken], RelWithDebug [which is used for debug builds]). I do pick "RelWithDebug".
