Everyone is welcome to participate in Blender development and when there is a report in a foreign language, I am happy to use a translator and help out if possible.

Pointing people to the correct reporting platform, triaging reports, asking for missing information and making sure developers have everything they need to reproduce and fix it is already taking a lot of time, adding another layer to that process (translating) isn't practical. It's okay as an exception, but I don't think this should be the rule.

service, the people reading it could do the same. In any modern browser,

Why not encourage everyone to participate in their own native tongue? This
places the lowest barrier to entry on everyone, without creating an extreme
favoritism towards native English speakers, while placing only a slightly
higher burden on people who have already demonstrated a commitment to the
project.

It will also be helpful to report issues in English. Try an online
translator or ask someone to help you with that.
