My experience has been that while all the expansions are great to have, Road to Legend is probably the most fun. I have yet to try out Tomb of Ice (sitting in shrink 10 feet from me as I speak) so I cannot really comment on that. I enjoy making my own dungeons and campaigns when I am bored, so the more monsters and options you have, the better.
