HI, It is not possible to work on patterns of USA. The difference in population is not the answer here. Here the answer is the difference in mentality. People in India has a mind-set that is notorous or Tedious, where people try to apply RTI to earn from the other person. Also Application of RTI to sell various defence information has already been caught.
USA people are naive in this field. Their road is build, they do not have any other problem. They can reach office they do their job. etc Indian people are half way criminal even they are white collar and sitting in chair of fancy office. They have "connections" with criminials and politians at same time. This difference let Indian govt to nodge the leg of RTI act.
