Chief Minister Ramesh Pokhriyal Nishank has ordered a CBI probe into the case
in which Public Works Department’s assistant engineer Anand Prakash, 32, went
missing under mysterious circumstances in August.Principal Secretary Subhash
Kumar said Uttarkashi’s PWD assistant engineer had been missing since August
and his family had approached the government for a CBI probe into the matter
several times.The Chief Minister assured the family members that Prakash’s
matter would be taken up seriously and no stone would be left unturned in his
search.Prakash had gone missing in Uttarkashi three years after he got the job
in the PWD. He reportedly wanted to expose the corrupt officials in his staff,
but went missing from his official quarters a day before he was to visit his
ailing father in Delhi.He had reportedly got to know of a scam of Rs 4.5 crore
in a PWD project. But he was being pressurised to compromise, to which he
didn’t agree.Deeparchana, his
wife, had alleged that her husband was threatened by his seniors with dire
consequences if he opened his mouth. His wife had last spoken to him on
September 19.He joined the department after completing his B Tech from
Sultanpur in Uttar Pradesh. His family had alleged that the day he went missing
his house was found unlocked.The family had suspected that it was the handiwork
of three of his office staff members who were in fear that Prakash could expose
them. They had kidnapped him at gunpoint, alleged the mother-in-law of the
missing.The family had been also seeking the CBI probe into this regard for a
long time. The police had claimed that the Crime Branch-Criminal Investigation
Department (CB-CID) is probing the case and soon positive result would come but
nothing happened

32-year-old Anand Prakash smelt a rat in his place of work, the Public Works
Department in Uttarakhand.Prakash, an assistant engineer, wanted to expose the
corrupt, but went missing from his official quarters — a day before he was to
visit his ailing father in Delhi.The assistant engineer, posted in Uttarkashi,
had got wind of a scam in a Rs 4.5-crore PWD project. But he was under
tremendous pressure to compromise.“Two of them (Prakash’s superiors) had even
forced him to clear some bills. When he protested, he was threatened,” said his
wife, Deeparchana. It was on September 19 that Deeparchana heard last from her
husband.After completing his B. Tech from Sultanpur in Uttar Pradesh, Prakash
prepared for the civil services for four years before joining the PWD. “He
always said that he would transform others in his office,” said Munni Devi, his
mother-in-law.She
alleged that the day he went missing, his quarter was found unlocked.But his
wallet, mobile, Rs 7,500 in cash and ATM cards were intact. “We suspect that he
was abducted at gunpoint,” she said.Alleging that a case was registered only
three days later, she said the police did not seal the house nor did they
photograph the premises. She also alleged that three PWD officials were behind
the incident.M.A. Ganpaty, Inspector General of Police, Garhwal Region, said,
“The CB-CID (Crime Branch-Criminal Investigation Department) is probing the
case and, therefore, nothing can be divulged at this moment.”Prakash’s younger
brother Vidya Sagar said, “The PWD authorities hinted that Prakash might have
committed suicide and would have got drowned in a river nearby — this is utter
rubbish.”
HINDU Missing PWD engineer’s wife seeks CBI probe
Staff Reporter NEW DELHI: Alleging foul play in the disappearance of
32-year-old Anand Prakash, an assistant engineer in the Public Works Department
in Uttarakhand, his wife Deparchana on Tuesday demanded a Central Bureau of
Investigation enquiry into the matter. Anand went missing from his government
accommodation on August 19.Justice sought
“The Uttarakhand Government has not helped us in any manner. There should be an
unbiased enquiry in the matter and justice should be given to me and my
six-month-old daughter,” said Deparchana, who arrived in the Capital with her
family members to bring the matter to the attention of Central
authorities.Younger brother of Anand Prakash, Ravi Kant Arya said: “Anand spoke
to Deparchana on the phone on August 19. He informed her that he suspected that
there were some irregularities in dealings and corrupt activities at the PWD
and that there were attempts to implicate him as well. A PWD engineer had
coerced Anand into signing a bond of Rs. 450 crore related to a PWD project. He
wanted to take up the matter with senior authorities when he went
missing.”Missing since Aug. 19
“Anand had also been granted leave from August 19 to September 2 so that he
could accompany his father to the Capital for cancer treatment. Yet on the
night of August 19 he went missing,” Mr. Arya said.“The official residence
where he stayed was found open and all his belongings including spectacles,
mobile phone, money and ATM cards were still there. The Uttarakhand police are
investigating the case but not to our satisfaction. They are portraying the
case as one of suicide,” he added.
