The Editorial page - Letters column in The Deccan Chronicle - Chennai edition - 
April 21, 2010 (page-8) carries the following:

Digital RTI Records

Central Information Commission has asked RBI to computerise all its offices by 
the year end, to comply with Section 4(1) (a) of RTI Act 2005.

According to this Section of the Act, every public authority shall maintain all 
its records duly catalogued and indexed in a manner and the form which 
facilitates the right to information under this Act and ensure that all records 
are computerised within a reasonable time. The records should be connected 
through a network all over the country on different systems so that access to 
such records is facilitated.

Woefully, no Public Authority has implemented this nor is there a clear road 
map with milestones and budgets.

It is time the Centre and States suo motu computerise all records in all Public 
Authorities to comply with RTI Act.
