No. I had code at one point to extract download URLs from comments, but I'm not sure if that's still available (it was a hidden preference). Apple makes on other tags available.
One way may be to use these tags as the keywords (or an option to import them as keywords).
If you can access these tags from AppleScript, you could write a script hook to grab them when you add a file.
